見落とすところ
A stopped instance keeps accruing the bundle rate until you delete it. Traffic in both directions eats the allowance, but only outbound past it is billed. A static IP left unattached bills by the hour.

Cost Explorer や CUR をこの usage type で絞り込む。リージョン接頭辞がないものは us-east-1 を指す。
